Opportunities and Challenges Around Integrating Petroleum Refineries Into the Clean Energy Economy

Colin is the Co-Director of the Energy Futures Research Program at the UC Davis Institute of Transportation Studies, where he is also Co-Director of the Low-Carbon Fuel Policy Research Initiative and Director of the Biofuel Land Use Change program. He is among the foremost academic experts on policies like the Low Carbon Fuel Standard, with more than a dozen peer-reviewed journal articles and technical reports on the topic since 2020. He has a decade of experience at the nexus of science and public policy as a researcher, advocate and speaker; with expertise in low carbon fuel policy and technology, sustainable transportation, climate policy, and scientist engagement with public policy. Previously, he worked on climate and transportation policy for the NextGen Policy Center and was a CCST Science Policy Fellow in the California Legislature. He holds a B.S. in Biological Systems Engineering from UC Daivs, a M.S. in Science, Technology and Public Policy from the Rochester Institute of Technology, and a Ph.D. in Transportation Technology and Policy from UC Davis.
