Executive Director


Jeff Milanette is a business incubation professional and consultant specializing in developing, managing and analyzing incubation programs and new technology companies for a variety of public and private sector clients. He is presently the Executive Director of the Port Technologies Development Center, a technology commercialization and incubation program sponsored by the San Pedro and Wilmington Chambers of Commerce, and the Port of Los Angeles. (2009-present)

From 1989 to 1995, he was the Founder and President of the Rutgers Business Innovation Center and has been an innovator in entrepreneur development programs while presiding over the New Jersey Entrepreneurs Forum, and through his activities supporting the Russian Venture Fair (in partnership with Russian Venture Capital Association). He has consulted to both the European Bank for Reconstruction and Development, and the World Bank concerning the establishment of information and communication technology-focused (ICT) incubators in the Newly Independent States and Sub-Saharan Africa, respectively. Other recent incubation clients have included the City of Folsom, City of West Sacramento, and New Jersey City University’s Business Development Incubator. (2005-present)

In the mid 1990’s, Jeff successfully commercialized speaker verification technology as president of a Rutgers University spin-off, SpeakEZ, Inc., combining private, State of New Jersey, and US DoD research funding, to develop a viable commercial product utilized for speaker identification and verification. SpeakEZ was later sold to a publicly traded telecoms provider T-Netix, Inc. He is also president of AuthX, Inc., a company that is commercializing software to authenticate photo-identification documents. (2001-present)

Jeff serves on the US-Russia Innovation Council on High Technologies, a bilateral organization comprised of public and private sector members who advise their respective governments on opportunities for young technology companies to cooperate in commercializing their technologies. (2005-present)

He earned an MBA (finance) from the George Washington University, and a BS, from the US Naval Academy.
