Shannon Rhoten is currently a Presidential Management Fellow (PMF) serving a detail at the Office of Innovation and Entrepreneurship (OIE) within the Economic Development Administration at the U.S. Department of Commerce. In her current role, she serves as a policy, program, and capitalization analyst for the office. She specializes in intergovernmental relations and agreements, as well as initiatives related to the National Advisory Committee on Innovation and Entrepreneurship (NACIE).
Shannon has served as a PMF at the U.S. Small Business Administration since 2015. Her Fellowship included a stint in SBA’s Office of Investment and Innovation from 2015-2016, where she worked on SBIR/STTR outreach, programming, and research. She has also served in SBA’s Office of Veterans Business Development, Office of Women’s Business Ownership, Office of Entrepreneurial Development, and the Office of the Chief Operating Officer. Prior to joining SBA, Shannon was a Government Compliance Specialist for MedStar Health, specializing in forensic and anatomic pathology. She also previously served as an Economic Analyst at the Department of the Treasury. She earned her B.A. in Political Science, with a minor in National Security Studies from Christopher Newport University and her M.A. in International Commerce and Policy (Global Business concentration) from the Schar School at George Mason University.
