Historically, joint projects between DoD and individual companies have played a big role in the development of electronics. However, a new era of precompetitive partnerships began in the early 1980s as a result of the formation of the Semiconductor Industry Association, which has participated in the creation of several research collaborations focussed on the general goal of increasing the functional scope and performance/cost ratio of integrated circuits. Of course, this objective has largely been addressed by continuing to shrink the feature sizes of IC components, which are now well into the nanoscale regime. The Semiconductor Research Corporation, SEMATECH, the International Technology Roadmap for Semiconductors, the Focus Center Research Program, STARnet, and the Nanoelectronics Research Initiative are all examples of industry-government-university semiconductor partnerships that are synergistic with the Nanoelectronics for 2020 and Beyond NNI Signature Initiative.
