High Performance Video Compression Coding System

I.P. Brief: 

This is a new video compression technique, which significantly improve the compression performance of video systems. The technique is flexible. When it is incorporated into the current H.264/MPEG4-AVC standard, a rate reduction will be 6-30%. When the compatibility condition is relaxed, higher compression gain (up to 40%) can be reached.
