Mr. Mark D. Flohr is a Physical Scientist and the Small Business Innovative Research (SBIR) Program Manager for the Chief Scientist Office (J9CE) for the Defense Threat Reduction Agency (DTRA) and the USSTRATCOM Center for Combating Weapons of Mass Destruction (SCC-WMD), located on Fort Belvoir, Va. DTRA/SCC-WMD safeguards America and its allies from weapons of mass destruction (chemical, biological, radiological, nuclear, and high explosives) by providing capabilities to reduce, eliminate, and counter the threat, along with mitigating its effects.

The Chief Scientist Office serves as principal scientific and technical advisor to the Director, Research and Development Directorate (J9). The Office assists in oversight and evaluation of the technical research program and the development of a science and technology (S&T) strategy in support of the Strategic Plan. It coordinates S&T programs with the Assistant Secretary of Defense for Research and Engineering, the military services, Defense agencies, combatant commands, and other government agencies. It identifies international partner S&T capabilities and develops cooperative agreements to access those capabilities, as well as emerging opportunities for investment. The office also manages the Defense Threat Reduction Information Analysis Center (DTRIAC), which maintains, manages and analyzes scientific and technical information from across the CWMD spectrum.

Mr. Flohr earned a Master of Science in Physics from the University of Illinois, Champaign-Urbana, and a Bachelor of Science in Physics from Purdue University in West Lafayette, Ind.
